Bill Summary:

This bill enacts a sweeping repeal of numerous provisions in the Idaho Code related to the Department of Health and Welfare and associated health and public assistance programs. It removes statutory authority for dozens of programs and responsibilities, including the Idaho Community Health Center Grant Program, the Developmental Disabilities Family Support Act, and the Health Facilities Construction Act. Repealed sections span areas such as Medicaid payment structures, mental health treatment authority, administrative rulemaking, disease testing and quarantine policies, immunization oversight, and reimbursement systems for indigent care.

In addition to repealing entire chapters and sections, the bill eliminates outdated code references and obsolete regulatory mechanisms. By eliminating large segments of the statutory framework that enable bureaucratic expansion, welfare dependency, and redundant regulatory functions, this bill clearly supports those goals. Although some repeals could have unintended consequences, the bill as a whole reflects the platform’s intent to dismantle expansive social service infrastructure and reinforce limited government principles.
