H0204

Rating: +1

Bill Summary:

House Bill 204 authorizes the creation of two new specialty license plates celebrating Idaho’s agricultural identity: the “Idaho World Famous Potatoes Black and White” plate and the “Idaho World Famous Potatoes White and Teal” plate. These plates will be available for most standard vehicles (excluding those over 26,000 lbs) starting July 1, 2025.

The black and white version carries a $70 initial program fee and $50 annual renewal fee. Of that, $25 from each initial plate and $15 from each renewal goes directly to the Idaho Potato Commission to support promotional efforts, with the remainder funding administrative costs through the state highway account. The white and teal plate is a more affordable option with a $2.75 manufacturing fee, with no additional program charges beyond standard registration.

The bill also exempts these two new designs from the usual prequalification process required for other special plates under Idaho Code. Additionally, it clarifies procedural language across sections 49-402 and 49-402D to accommodate these new plates, and includes provisions for sample plate purchases that benefit both the highway fund and the potato commission.

Reason for Rating:

HB 204 aligns with Idaho Republican Party values by supporting agricultural marketing, boosting Idaho’s brand nationally, and doing so without using taxpayer money. The plates are entirely optional, funded by those who choose to buy them, and benefit the Idaho Potato Commission—a state-established body that promotes one of Idaho’s signature industries. There’s no expansion of government authority, no new taxes, and the bill fosters state pride and economic promotion. For these reasons, HB 204 earns a +1 rating.
